Right to Education


In Haryana State the Right of Children to Free and Compulsory Education Rules-2011 have been framed and notified on 3rd June 2011 under the RTE Act, 2009. The State Council of Educational Research and Training, Haryana, Gurgaon (SCERT) is notified as prescribed Academic Authority for the implementation of these rules. All work related to curriculum and evaluation is being done by the SCERT, Gurgaon. School Management Committees (SMCs) were constituted on 22-03-2011 and now on 24-03-2013 have been reconstituted across the State and all are functioning well. Funds are being directly transferred to SMC’s accounts for decentralization of powers and for their strengthening. Regular meetings of SMC members are being organized and the grant of school uniform, school bag, stationery and reiumbersement of school fee and fudns were sent to them and they provided it to students. Colour and design of uniform and bag were also decided by the SMCs concerned. Now there is No-detention policy in place upto class 8th. Appropriate age admission of child will be according to his/her age. Board Examinations for 8th class is abolished. Corporal punishment, Private tuition, screening of students and Capitation fees are banned. 8403 JBT teacher and 1910 Masters have been posted in schools to maintain the pupil-teacher-ratio (PTR) and requisition for recruitment of 9870 posts of JBT Teachers has been sent to the Haryana State Teachers Selection Board, Panchkula. 75, Urdu Teachers have been appointed whereas process of 1107 Urdu Teachers to be appointed is under process. Rationalization of JBT teachers as per RTE norms have been done for improving the quality of education as well as maintaining the proper teacher-pupil-ratio. Workshops and trainings have been conducted for all district functionaries of Non-Government Organization’s, Heads of Private Schools, Block level functionaries and Associate Block Resource Coordinators (ABRC’s). Modules on RTE incorporated in both, in-service training and induction training of teachers. Now State adheres to minimum number of days in an academic year. Providing of Academic calendar for admission, holidays, working days, school time-table and extra-curricular activities is in place. All kind of charges and funds are discontinued. Libraries are established in all Primary and Middle schools. Training of members of Municipal Committees, members of Zila Parishads, Panchyat Samitis and Local Bodies have been conducted. Training of SMC members was also conducted. Training of elected members of Pacnchyati Raj Institutions conducted with the convergence of Development & Panchyats Department. Members of religious institutions in Mewat district were trained about RTE with the convergence of Non-Government Organizations and National Commission for Protection of Child Rights.

Programme ‘Jajba-E-Talim’ was organized in Mewat from 6th July to 31st July, 2011 for 100 percent enrolment of children (6-14 years) by the MHRD, New Delhi with the help of Education Department of Haryana, Non-Government Organizations and Religious Leaders of Mewat.

In Dastak - E - Taleem Programme from October 7, 2011 to 9 October 2011, Training of SMC members with all NGO&http://harprathmik.gov.in/en-us/tabid/2/Default.aspx39;s, Teachers from all schools of the concerned block, of the block, religious leaders, political leaders, member of SHGs, Students of DIET Firozpur Namak and villagers was conducted. District Administration participated in this Mega Function as ‘Shiksha Diwas’ on 11-11-2011 in which Smt. Meira Kumar, Speaker Lok Sabha, Sh. Kapil Sibbal, Central Minister for MHRD, Sh. Bhupinder Singh Hooda, C.M. Haryana and Smt. Geeta Bhukkal, Education Minster Haryana also participated. The Officers of Education Department i.e. (Financial Commissioner & Principal Secretary to Govt. Haryana School Education, State Project Director, Director Secondary Education and Director Elementary Education) have attended over the function. One of the objective of this function was to introduce the Non-Government Organization’s involved with Dastak - E - Taleem with the officials and school teachers for cooperation during the programme. The volunteers of NGOs collected the information about implementation of RTE rules from the members of SMCs in the villages. We have brought around 15000 out of school children into the mainstream of education during 2012-13.

House Hold Survey of children (0 to 14 years) to identify drop out and out of school children have been completed by the Department to ensure 100% enrolment in Haryana State. 15014 Govt. schools have been declared as neighbourhood schools as per RTE norms within a radius of 1 kilometer for primary classes and 3 kilometer for upper primary classes. Only 64 hamlets left out without schools have been given transport facility to send their wards to the nearest govt. school, by incurring Rs. 30.00 lac per year.

The Right of Education Protection Authority (REPA) has been constituted by the State Govt. vide its orders dated 20-01-2012 and in pursuance of the constitution of REPA as per provisions of para 9 of these orders the State Level Grievances Redressal Cell and the District Level Grievances Redressal Cells have been created vide Elementary Education Department orders dated 09/17-02-2012. On the directions of Hon’ble Punjab and Haryana High Court Chandigarh, the State Commission for the Protection of Child Rights (SCPCR), Haryana has been formed by the Women and Child Department, Haryana.

A Toll Free No.1800-3010-0110 have also been installed at the Directorate level for this purpose. We received around 90 complaints, which are being redressed.

In all the government schools of Haryana School Management Committees have been constituted since 2011 and are functioning fully. Four levels of training of SMC members have been completed in the State to make them aware about RTE provisions, their duties, rights and for preparing School Development Plan, benefitting around 1.00 lac SMC members.

In district Kurukshetra an enrolment derive was initiated by the Deputy Commissioner and DEEO Kurukshetra and identified out of school children enrolled and arrangement of special training for them made accordingly. The all free entitlements under RTE proposed by the school authorities have been provided accordingly.

Now, the D.Ed. intern students are deployed in schools for providing them a special training.

The following benefits to the students of classes 1 to 8 are being provided by the Elementary Education Department on the State resources as per provisions of Right of Children to Free and Compulsory Education Act/Rules in the State of Haryana :

A sum of around Rs.73.00 crore have been got RTGSly transferred to the SMCs accounts directly from the Axis Bank, Sector 20, Panchkula by the Diectorate of Elementary Education, Haryana, Panchkula on the above benefits for the year 2012-13.

The State of Haryana has launched the “Parvesh Utsav” programme on 24-03-2013 in all the Govt. Schools for the enrolment, retention and transition of students for the classes I, VI, IX and XI. During this programme the target is to bring 100% children of the age group 6—18 years in the main stream of education. Hon’ble C.M. inaugurated this programme from Tohana (Fatehabad) and the other Ministers and MLAs inaugurated from their respective constituencies.

A class readiness programme has also been introduced for activity based learning in joyful and child oriented environment in govt. schools for one and half month i.e. April and May. A ‘Shiksha Setu’ card is also provided to each child studying in Govt. Schools first time in the state. This card is an information tool for parents which explain financial and educational entitlements of the children. To maintain the minimum working day norm under RTE, the next academic year is started from 24 March, 2013 this year.

Shirkat-e-Taleem programme was organized in Mewat district from 22-08-2013 to 27-08-2013 in which all the schools of Mewat were visited by BEOs from all over Haryana and all the actual information regarding the schools is compiled which is going to help in making further action plan for Mewat district.
